The U.S.S. Enterprise is sent to the planet Ekos to investigate the disappearance of historian John Gill, an old academy professor of Captain Kirk's. The Ekosians are a primitive, warlike people in a state of anarchy, while the nearby planet Zeon is populated by a peaceful culture with a relatively high level of technology. However, on reaching Ekos, the Enterprise is attacked by a probe armed with a thermonuclear warhead; Kirk orders the device destroyed, and then takes the ship into orbit out of range of any detection devices. After Doctor McCoy fits the captain and Lieutenant Commander Spock with subcutaneous transponders, they both beam down to the planet to investigate, leaving Chief Engineer Scott with orders to bring them back if they fail to make contact within three hours. But when Kirk and Spock arrive on the planet surface they discover that Ekos has somehow adopted a military regime similar to that of Nazi Germany, and is now engages with a violent war with Zeon. Watching a viewscreen, Kirk and Spock look on as a female Nazi officer named Daras receives a medal of honour; the transmission then ends with a salute to the Führer - John Gill. Deciding to infiltrate government headquarters, Kirk and Spock use stolen uniforms to disguise themselves as Nazi officers, but before they can locate Gill they are captured, tortured and interrogated. They learn from a fellow prisoner, a Zeon named Isak that the Nazi movement on Ekos began a few years ago when Gill arrived. Fashioning his transponder into a crude laser, Spock cuts open the cell door, allowing them to escape. Isak leads them to an underground resistance group led by his brother Abrom, but they are interrupted by the arrival of Daras, who shoots Abrom. However, after Kirk and Spock overpower Daras they learn that she is really a member of the underground, who staged the shooting to test their loyalty. Daras and Isak explain that although Gill sees no one, he is due to make a speech from the Chancellery; however, the person with the real power is Deputy Führer Melakon. Kirk and the others infiltrate Melakon's headquarters disguised as members of a Gestapo film crew; they soon discover that Melakon is using dangerous drugs to keep Gill under his control, using him as a figurehead as part of his mad quest for absolute power...
